Ingredients

  • 2 fresh or dried bay leaves
  • 1 ½ cups water
  • 2 tablespoons lime juice
  • 1 teaspoon lemon juice
  • kosher salt, to taste
  • ½ cup finely chopped fresh cilantro

Directions
