In a large steam pot, bring water, apple cider vinegar, and beer. Turn heat to high to bring to a boil. While waiting for the mixture to boil, add in your steam basket.
Once the mixture is boiling, place your shrimp into the steam basket and sprinkle the Old Bay over the shrimp as evenly as you can. Cover and let steam for 5-6 minutes until shrimp are pink all the way through.
Serve immediately with cocktail sauce, more Old Bay, and a good beer.
