Coat the steak in olive oil and season with garlic powder, chili powder, and onion powder
Place the steak in the hot pan and sear for 2-3 minutes on each side, until you get nice brown grill marks
Transfer the steak to the crockpot or instant pot, along with the sliced green pepper and black pepper
