- 1 tablespoon minced shallots
- ½ tablespoon minced garlic
- 1½ quarts water
- 1 tablespoon fish sauce
- ½ teaspoon salt
- ½ teaspoon chicken or mushroom bouillon powder
- ¼ teaspoon ground black pepper
- 2 green onions
