Corned Beef Tater Tot Casserole

- 2 cans canned corned beef

- 1/2 cup whole milk
- 1/4 teaspoon black pepper

- 1 teaspoon chili powder
- 1/2 teaspoon garlic powder
- Sliced pickled jalapeños if desired
