Directions

    Preheat the oven to 350°F. Lightly spray a 7x11-inch baking dish with cooking spray. Set aside.

Hamburger mixture

    In a medium skillet over medium heat, add the oil. When hot, cook the onion and garlic for 1-2 minutes.

Assembly
